On January 29th, the Commute Seattle team visited the State Capitol alongside Move Redmond, Employee Transportation Coordinators, and transportation demand management supporters from across the state to advocate for an update to Washington’s Commute Trip Reduction (CTR) law.
We met with legislators to share stories about the value of Commute Trip Reduction, and ask for their support of HB 2307, which proposes making a small adjustment to the existing law by striking the 6 a.m. – 9 a.m. start time requirement from the definition of affected employees. This change reflects the reality of modern commutes, ensuring people continue to receive transportation benefits even if they start their shift off-peak. This change would also ensure more frontline workers have access to affordable transportation benefits. Read more about this bill in our previous blog post here.
Commute Seattle staff share their reflections on going to Olympia and why this work matters:
It was great to have the chance to attend Hill Day and advocate for an expansion to the CTR law to include worksites with commute times outside of the 6 a.m. – 9 a.m. window. I believe it would be worth expanding the current CTR law because there are many shift workers, healthcare staff, retail, manufacturing and service workers who currently commute outside of the 6 a.m. – 9a.m. window who could benefit from receiving employer-provided transportation benefits. Expanding the CTR law would allow people that most need transportation benefits to receive them. I’m happy that the representatives we spoke with seemed so knowledgeable of the CTR law, and I hope they expand the program in the years to come.
CTR improves my daily life, and I was grateful for the chance to share that with legislators and advocate for keeping this work strong.
It was exciting to visit our state’s Capitol to take part in this aspect of the democratic process. The current CTR law limits commuter benefits to workers whose shifts start between 6 a.m. and 9 a.m. By updating the law, we can provide the opportunity for more people to get transportation benefits through their workplace. This is beneficial to workers and employers alike. I was grateful we had the opportunity to speak with legislators about this impactful issue.
Support for modernizing Washington State’s Commute Trip Reduction Law is growing
On January 21st, six people testified in support of HB 2307 at the House transportation hearing, including Commute Seattle’s Communications Director, Tara Peters. Watch the video here. Over 200 people signed on in favor of the bill.
The bill has since passed out of committee with a vote of 29 – 0 and will now go to a House Floor vote.
